MAIN IDEA OF
THE PROJECT
Among the major problems of providing a high level
of life in the city are: (a) sufficient funding of social programs, (b) support
and development of civic initiatives in the social sphere.
The budgetary funding of social programs on local
level is insufficient and does not allow to solve the most urgent and important
social problems.
There is a rich experience in the USA and Western
Europe in fundrising and grant distribution implemented by community
foundations.
Obninsk has good prerequisites for establishment of
a community foundation to include local regulation, activity of the third
sector, local traditions of charitable aid.

· Establishment of a community
foundation in Obninsk and realization of a pilot competition of projects to
approve the foundation efficiency.
